On Repaying 50% of Principal Debt and Paying Regular Half-Year Coupon on 1999 OGVZs

On November 14,2006, Vnesheconombank acting as the agent for the Finance Ministry of the Russian Federation repaid 50% of the principal debt on the 1999 OGVZs (state registration number MK-00-139) and paid the regular half-year coupon of the said bonds.

The payments were made in favor of OGVZ holders, with the bonds being maintained in Vnesheconombank’s custody accounts. Vnesheconombank is a principal depositary responsible for servicing the 1999 OGVZs.

The amount of the 1999 OGVZs being in circulation is 889.7 million US dollars at par value. The 1999 OGVZs were issued by Russia’s Finance Ministry under the novation of the principal debt on the third- tranche OVGVZs. The final repayment of the 1999 OGVZs is to be made under the terms of their issue on November 14, 2007.
